The Article 8 route is most relevant for manufacturers established outside the EU that supply a substance into the EU at 1 tonne per year or more and want to keep registration - and formulation data - out of their importers' hands.

Includes substances on their own, in mixtures above relevant concentration thresholds, or intended to be released from articles.
If not, or if you are not sure, an Only Representative lets you register once, centrally, instead of leaving each importer to register - or fail to.

REACH Only Representative appointment covers the substance itself. If your substance ends up in a finished consumer product that also needs a GPSR Responsible Person or CE marking, those are separate roles handled by our sister sites.
